Addenda – Organising International Conferences
Addenda organises high-level international conferences that bring together experts, practitioners, academics, and decision-makers from Estonia and abroad. Our mission is to create a trusted platform for knowledge exchange, dialogue, and practical solutions that support both professional growth and policy development.
This year, on 6 November 2025, we are proud to host the international conference “Public Procurement Law 2025” in Tallinn.
The conference will focus on the latest challenges and opportunities in procurement law and practice, with special attention to:
- Exceptions to procurement obligations (in-house contracts and inter-administrative cooperation).
- Recent developments in case law from Estonian courts and the Public Procurement Review Committee (VAKO).
- European perspectives and practical approaches to complex procurement issues.
- Future trends and what to expect in procurement law in the coming years.
The event will feature leading European and Estonian legal scholars, representatives of the Ministry of Finance, and renowned procurement practitioners. Conference working languages are English and Estonian, with interpretation into Estonian provided on-site if required.
The day will conclude with the presentation of the new edition of the Commentary on the Public Procurement Act (RHS), introduced by its editors Mari Ann Simovart, Mart Parind, and Erki Fels. Conference participants will also have the opportunity to purchase the commentary at a special price.
